The Kyrgyz Republichas received financing from the World Bank towards the cost of the Electricity Supply Accountability and Reliability Improvement Project (ESARIP), and intends to apply part of the proceeds for consulting services.
OJSC “Severelectro” seeks to hire an accounting/ audit firm (the “Firm”) specialized in company consulting in institutional development, accounting and audit services, policies, design and implementation with respect to accounting and financial reporting policies and strengthening capacity of financial management/ accounting departments.
The objective of the assignment is to assist the Severelectro management in assessing the current accounting policies and procedures applied by the Company, identify gaps and weaknesses, and propose required changes, with the main objective to prepare the Company for an ISA based audit to be conducted for financial year 2018.
The JSC “Severelectro”now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:
- Overall experience of the firm (7 years) in the field of assignment;
- At least three similar assignments - completed during last five years;
- General experience and qualification of the key personnel;
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowerspublished in January 2011, revised June 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancyto enhance their qualifications.
A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) methodset out in the Consultant Guidelines.
