1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business online on March 4, 2014;
2. The Kyrgyz Republic received financing from the World Bank toward the cost of Electricity Supply Accountability and Reliability Improvement Project (ESARIP), and it intends to apply part of the proceeds of this financing to payments under the Contract for Equipment for substations:
1. Switchgear cell 35kV with main switch – 2 pcs;
2. Switchgear cell 35kV with line switch – 6 pcs.;
3. Switchgear cell 35kV with voltage transformer – 2 pcs.;
4. Switchgear cell 35kV with section switch – 1 pc.;
5. Switchgear cell 35kV with sectionalizer – 1 pc.;
6. Unit with vacuum breaker 35 kV – 3 units;
7. Switchgear cell 10kV with main switch – 4 pcs.;
8. Switchgear cell 10kV with line switch – 40 pcs.;
9. Switchgear cell 10kV with voltage transformer – 4 pcs.
10. Switchgear cell 10kV with section switch – 2 pcs.;
11. Switchgear cell 10kV with sectionalizer – 2 pcs.;
12. Outdoor cell with auxiliary transformer 10kV – 4 pcs.
3. JSC “Severelectro” now invites sealed bids from eligible and qualified bidders for Procurement of Equipment for substations;
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
5. Interested eligible bidders may obtain further information from the Project Implementation Unit (PIU) of the JSC “Severelectro” Ms. Aliya Rysmendeeva and inspect the Bidding Documents at the address given below;
6. Qualifications requirements are included to the Bidding Documents. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English and Russian may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 6 800 (six thousand and eight hundred) Kyrgyz Soms or 100 (one hundred) USD. The method of payment will be transmitting to the bank account. The Bidding Documents will be sent by E-mail.
8. Bids must be delivered to the address below at or before 2.00 p.m. (local time) of July 12, 2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 2.00 p.m. (local time) of July 12, 2019 - 3, Chkalova str, Lebedinovka, Alamudun raion, Chui oblast, 1st floor, Conference Room, JSC “Severelectro”. All bids must be accompanied by a Bank Guarantee;
